Founded on 5 October 1989, Dr Rafael Belloso Chacín Private University (URBE) began academic activities in March 1990 with 567 students and 100 faculty members.?
Named after Dr Rafael Belloso Chacín, a Maracaibo-born surgeon and pioneer in gynaecology and obstetrics, the university honours his professional and civic legacy.?
It is located in northern Maracaibo, Zulia State, and moved to its permanent campus in 1990.
URBE offers undergraduate, postgraduate and extension programmes, with early faculties in engineering, administrative sciences and computer science later expanding to include electronic engineering and other disciplines.?
The university has learning facilities, including computing, electronics, telecommunications, photography, graphic design and machining laboratories. Campus amenities include sports courts, cultural spaces, dance and theatre rooms, a recording studio, exhibition areas, the Dr Nectario Andrade Labarca Library and the university’s radio station URBE 96.3 FM.

We're now entering a critical phase of delivery, and we’re looking for an exceptional Student Systems Programme Manager to lead us through it.

The Role

As the Student Systems Programme Manager, you’ll take full ownership of this cross-functional, University-wide programme. You’ll provide strategic direction, manage interdependent workstreams, engage with senior stakeholders, and ensure the programme is delivered on time, within budget, and with lasting impact.

You’ll work closely with our experienced and highly committed programme team to drive delivery and embed change.

	Lead the planning, coordination, and successful delivery of the BRITE programme
	Manage programme governance, risks, benefits, dependencies, and budgets
	Engage and influence stakeholders across the institution, from senior leaders to operational teams
	Ensure alignment to University strategy and regulatory compliance

The UM6P Vanguard Center & The School of Applied Sciences & Engineering at UM6P invite applications for the position of?Scientist in Data Science & Machine Learning?to support the?Wicked Problems (WiP)?framework within our undergraduate program. The successful candidate will bring deep technical expertise and educational engagement to interdisciplinary projects requiring advanced data analysis, predictive modeling, and AI-based solutions to real-world societal challenges.

Key Responsibilities:


	Provide methodological support and design data-driven approaches for WiP student projects.
	Mentor undergraduate teams working on interdisciplinary problems involving large, complex, or dynamic datasets.
	Collaborate with teaching faculty to integrate machine learning modules into the curriculum, particularly within the WiP ecosystem.
	Co-develop tools and platforms for visualizing, analyzing, and interpreting datasets from various domains (health, agriculture, energy, logistics, etc.).
	Contribute to institutional efforts in building AI tutors, learning analytics, and knowledge graphs to enhance student experience.

Required Qualifications:


	Ph.D. in Data Science, Machine Learning, Computer Science, Applied Statistics, or a related field.
	Demonstrated expertise in supervised/unsupervised learning, deep learning, and data-driven modeling.
	Proficiency in modern ML toolkits and libraries (e.g., TensorFlow, PyTorch, scikit-learn, pandas, Jupyter).
	Experience handling diverse data types (tabular, time-series, geospatial, text).
	Strong mentoring skills and interest in education.


Desirable Qualifications:


	Experience with project-based learning or working with undergraduate students.
	Background in applied domains such as agriculture, health, manufacturing, or environmental systems.

This role empowers students to critically engage with the social, political, and ethical implications of the technologies, models, and systems they explore ensuring that solutions are not only technically sound but also socially just, inclusive, and aligned with long-term societal goals.

Key Responsibilities:


	Guide student projects by embedding ethical reflection, policy implications, and stakeholder perspectives into their analyses.
	Develop and facilitate teaching modules on responsible research and innovation (RRI), technology governance, and ethics of AI, biotechnology, and sustainability.
	Help students map values, anticipate unintended consequences, and navigate ethical dilemmas in real-world applications.
	Support integration of participatory methods, policy brief writing, and impact assessments into the WiP framework.
	Collaborate with faculty and practitioners to bring diverse viewpoints and case studies into the classroom.
	Co-author publications on ethical frameworks, regulatory foresight, and inclusive innovation.
	Publish research and co-author student-led publications resulting from WiP investigations.

Required Qualifications:


	Ph.D. in Philosophy, Public Policy, Science & Technology Studies (STS), Ethics of Technology, or a related field.
	Demonstrated expertise in applied ethics, policy analysis, or governance of emerging technologies.
	Familiarity with responsible innovation frameworks (e.g., RRI, anticipatory governance, value-sensitive design).
	Experience facilitating reflection and debate on technology, values, and societal outcomes.


Desirable Qualifications:
