University consortium calls for the academy to join the fight against global corruption

The Poznan Declaration calls on the higher education sector to play a far more active role

Exemplary work: promote ethical behaviour in sector and beyond, scholars urged

A consortium of universities has called upon higher education to play a far more active part in the global fight against corruption.

was endorsed at the 20th general assembly of the Compostela Group of Universities, a network set up in 1993 to promote international collaboration among institutions. Its impetus, said project coordinator Marcus Tannenberg, who works in the Quality of Government Institute at the University of Gothenburg, came from Swedish academics Bo Rothstein and Lennart Levi. A political scientist and an expert in psychosocial medicine, they had both become 鈥渃oncerned with the costs of corruption, not only at the financial level but all the way down to its medical consequences鈥.

The document points to evidence that corruption costs European Union states 鈧120 billion (拢94 billion) a year and that 鈥渢he lower the social trust in society, the lower is the willingness to pay taxes, and consequently the lower is state income鈥. Yet universities鈥 curricula, far from offering 鈥渢raining in anti-corruption, ethical and impartial thinking鈥, 鈥渢ypically lack components that would contribute to a 鈥榥on-tolerance of corrupt behavior鈥欌, while 鈥渘orms of deception and personal enrichment prevail at several schools鈥.

Turning to solutions, the declaration urges universities to 鈥渟houlder their role as key agents of change鈥. They are encouraged to 鈥渆ndorse a cross-faculty approach鈥 to 鈥渢he promotion of ethical behavior鈥; 鈥渁ppreciate [their] unique opportunity to shape professional identities鈥; develop partnerships with 鈥渙rganizations championing the anticorruption agenda, such as Transparency International鈥; and ensure that their own degree-awarding, hiring and promotion policies are 鈥渂ased on legitimate, transparent and objective criteria鈥.

Given 鈥渞elatively low costs of implementation and the possible societal gains鈥, such initiatives could be 鈥渆xtremely cost effective鈥 as well as 鈥渢he right thing to do鈥.

The declaration has been endorsed by the World University Consortium and the World Academy of Art and Science, and Mr Tannenberg hopes to disseminate it via the International Association of Universities and reach out to other university networks, prominent institutions and academic unions.

鈥淚t is all about inspiring others,鈥 he said. 鈥淲e don鈥檛 have a clear package of policies for universities to adopt but will try to facilitate best-practice sharing. We have mainstreamed environmental and gender issues, even if we haven鈥檛 solved all the problems. The same could go for non-tolerance of corruption.鈥
