Set carbon budgets to limit university flights, say researchers

Academics urge action to avoid losing pandemic-era gains, also suggesting making emissions a key factor in project evaluations

Universities must take 鈥渦rgent deliberate action鈥 such as setting institutional carbon budgets and making emissions a key factor in project evaluations if they want to maintain gains on cutting flying made during the pandemic, leading researchers have warned.

Without such steps, there is a 鈥渞isk鈥 that rates of air travel seen before the Covid crisis 鈥渨ill resume鈥 despite plenty of 鈥渢arget-setting鈥 by universities, according to the 鈥淎cademic Aeromobility Post-Covid 19鈥 project, which is supported by the Tyndall Centre for Climate Change at the University of Manchester and the Economic and Social Research Council-funded Centre for Climate Change and Social Transformation (Cast).

In a , the Tyndall Centre and Cast suggest a series of actions for the sector, including using institutional carbon budgets, adding emissions assessments to research evaluation and compensating academics who avoid using planes.

One specific example on compensation includes allowing unused travel funds 鈥渢o be transferred into funding for staff time, research expenses, communication, or investing in virtual work鈥.

More support should also be given to help academics make better use of international journeys and travel that they do make, for example by combining visits during one trip and giving them equipment enabling them to work better on trains.

On research evaluation, the report says that carbon emissions should be considered as a key part of project proposals, alongside traditional factors such as income and impact.

The report also emphasises the improvements needed in terms of the data reporting and monitoring on air miles, but Claire Hoolohan, a research fellow at the Tyndall Centre, said taking actual actions that reduce flying needed to take priority.

鈥淢y concern is that monitoring and reporting is time-consuming, and risks coming at the expense of action when there are things that can be done right now to start reducing emissions,鈥 she said.

As a 鈥渂are minimum鈥, these actions could include measures such as compensating researchers if they chose to travel by train even if it is more expensive so they are not 鈥渞apidly burning through their research funds if travel by land is more expensive than a flight鈥.

Dr Hoolohan said institutional carbon budgets were also potentially 鈥渦seful鈥 in limiting flying to trips where it was really necessary, although she was less convinced by the case for carbon budgets for individuals.

鈥淵ou could spend considerable time and money developing these, to achieve little more than the ability to point fingers at individuals in institutions where there is no mandate for flying less. I am not convinced that blame is what is needed.鈥

She also said that institutional leadership, in setting an example to staff, was vitally important given that it became 鈥渁n empty gesture if you have leaders saying, 鈥榙on鈥檛 fly鈥, and they themselves do鈥, but also so that other staff did not use their leaders鈥 choices as an excuse not to fly less.

The report also says that efforts to cut flying in academia also need to take into account how air travel may have benefited more privileged academics and institutions in the past, and that 鈥渞emaining air travel should prioritise the inclusion of peoples, regions and institutions that have fewer opportunities to be present鈥.

For example, Dr Hoolohan said, 鈥渟ome institutions with less funding or in more remote locations might need the space to grow their emissions a little bit and some others might need to decarbonise faster to allow that to happen鈥.

Before we look at the occasional air flight, what's the carbon impact of continued wfh? If the employee flies once a year 3,000 km each way, how's that compare to a 30 km car commute 150x a year return? Also factor in the fact that the plane would probably fly anyway, but you'd also save on car wear and tear, new auto parts also have a carbon impact, as does scrapping and renewing the car. Of course if the Green Agenda is being driven by managers then the emphasis will be on having the employees in more often and on saving the costs of flights. What will drive the Green Agenda, financials or simply science?
Those who research/ work with groups who prefer face to face interaction, might as well pack it in. The Green Agenda would not have you visit family and friends overseas, and now have hit the research agenda.
Institutional carbon budgets will certainly come at some point. However, there are even deeper issues at play here that might need a significant change of academic culture. In the natural and engineering sciences, for example, participating in as many conferences as possible forms an inherent and increasingly important part of an individual's performance. Being seen at large international, that is, overseas conferences is an "indicator of esteem" and, therefore, not only encouraged but actually expected. To put it bluntly, a scientist who doesn't show up, say, in the US or Japan a couple of times every year has, realistically, little chance to be promoted. How this issue will be addressed in the future remains to be seen.
