Scotland’s minister for innovation, technology and tertiary education has resigned, citing health-related reasons.��

Ben Macpherson,��who was appointed to the role after the May elections, said in his����that he wanted to focus on his “mental and physical well-being” after reflecting “very deeply” about his position and priorities.��

“Without the constraints and demands of a Ministerial role, I also want to have more time and scope to serve my constituency of Edinburgh North Eastern and Leith, and to pursue various political passions outwith government,” he added.��

“Therefore, I have come to the very difficult decision that holding Ministerial office is not right for me at this time, and I wish to pass it on. I will do all that I can to support a handover to my successor.”

He leaves while Scotland is in the midst of a review of its higher education system, with several of the country’s universities facing financial difficulties.

A replacement for Macpherson has not yet been announced. The Scottish government said in a statement that changes to the ministerial team would be confirmed in “due course”.��

Scotland’s first minister John Swinney thanked Macpherson for his “excellent contribution”.��

“I am sorry to see him leave government but I respect his decision completely and hope he can now take the time and space he needs,” he said in a��.

A member of the Scottish National Party, Macpherson served in various ministerial roles between 2018 and 2023, including responsibility for Europe, migration and international development, public finance, social security and local government. He returned to government in 2025 as minister for higher and further education.��

“I was very proud re-join the government in September 2025, and to serve you and Scotland again, using my experience to pick up the role quickly and get meaningful things done. I have worked hard and carried the responsibility carefully, to make a real impact and achieve positive progress. Thank you for this remarkable honour,” he says in the letter.��

“There is much still to progress and complete but the portfolio is in a stronger place, with the necessary strategic workstreams up and running, and actions in process. Stakeholder/key partner relationships are positive, working with us on shared aims. A collegiate spirit and approach has been created to confronting shared challenges.”
