Jo Johnson, the universities minister, has said that 鈥渨e need to鈥ease to use the terminology of debt and loans鈥 in student finance, as the prospect of a major review of higher education funding continues to hang over the sector.
Mr Johnson debated with finance expert Martin Lewis 鈥 who said such a change could help 鈥渇ix鈥 the current system, but also said the Conservatives had previously 鈥渓ied鈥 to students when the government froze the repayment threshold 鈥 at a sometimes heated fringe meeting at the Conservative conference in Manchester.
Mr Johnson was also asked about the cost of the government鈥檚 move to raise the student loan repayment threshold from 拢21,000 to 拢25,000, a policy costed by the Institute for Fiscal Studies at 拢2.3 billion a year, equating to a 40 per cent increase in taxpayer funding for higher education.
鈥淎s the prime minister has set out, this will be paid for in measures that will be announced in the budget,鈥 Mr Johnson said.

He was once again asked whether there would be a review of higher education funding. 鈥淲e always want to ensure that balance of interests is in equilibrium [in funding],鈥 the minister said. 鈥淭hat鈥檚 why we always reserve the right as a government to keep it under review and ensure it鈥檚 continuing to do the job we need it do.鈥
Mr Lewis, who created MoneySavingExpert, which hosted the fringe event, led an independent task force on student finance set up by the government in 2011 to ensure students understood the 拢9,000 fee regime.

He said the 鈥渓anguage of debt鈥 was 鈥減sychologically damaging鈥 as well as 鈥渕isleading鈥, when the student funding was actually a 鈥渃ontribution system in proportion to your success after university鈥.
Mr Lewis continued: 鈥淚f you want to fix this, if you鈥檙e going to stick with this system, get rid of the name of 鈥榙ebt鈥; get rid of the word 鈥榠nterest鈥, call it an 鈥榰prating鈥. This, in every other country, is called a 鈥榞raduate contribution system鈥欌ight now, the system鈥檚 broken because it ain鈥檛 a loan and we call it one.鈥
Mr Johnson replied: 鈥淲e are in agreement 鈥 this should be seen as a graduate contribution.鈥
He continued: 鈥淚 think we do need to work on the language and cease to use the terminology of debt and loans. It has to be understood as a time-limited, income-linked, graduate contribution.鈥
Mr Johnson said later in the meeting that the concept of repayments being a function of earnings rather than loan balance is 鈥渁 difficult financial concept for many people to get first time鈥.

The minister continued: 鈥淚 think that maybe students looking at the system don鈥檛 understand that: they see the headline figures that are reported in the media about 拢50,000 of debt and that might be off-putting.鈥 He added, however, that proportions of disadvantaged young people in higher education were at record levels.
When asked whether there would be any change in government policy, Mr Johnson would only say: 鈥淚鈥檓 committed to calling it a graduate contribution that鈥檚 time limited and income-linked.鈥
Although the government has now said it will raise the loan repayment threshold, Mr Lewis (who welcomed that change) highlighted the government鈥檚 decision in 2015 to break its pledge to uprate the threshold in line with earnings and implement a retrospective freeze affecting existing borrowers. 鈥淚t was disastrous,鈥 he said. 鈥淭he fact there鈥檚 been a U-turn hasn鈥檛 stopped the disaster.鈥

That was 鈥渁 breach of a very loud promise made by [former universities minister] David Willetts鈥, he said. That 鈥渂reach鈥 had 鈥渒nocked the faith of students in the student loans system we have鈥, Mr Lewis added. 鈥淗ow can you trust it?鈥
The change 鈥渒nocked the faith of students in the entire political system: because the political classes 鈥 and let鈥檚 be straight鈥he Conservative political classes primarily, lied to them and misled them.鈥
Mr Lewis said it should either be 鈥渓ocked into statute鈥 that terms and conditions cannot be changed retrospectively, or if there are variable rates and conditions, 鈥渢hat needs to be declared and transparent鈥.
Mr Johnson countered: 鈥淚t makes clear in the loans that students agree to take on that it is within the government鈥檚 power to make changes.鈥 The freeze was a 鈥渓egitimate policy choice at the time鈥 as lower-than-expected earnings growth raised the government鈥檚 costs in loans and, without the freeze, it would have been 鈥渦nder greater pressure to reimpose student number controls鈥.

Mr Lewis replied: 鈥淭o say it was in the terms and conditions is what payday loans companies do, Jo. It鈥檚 not what the government [should] do.鈥 He added: 鈥淒on鈥檛 hide behind the terms and conditions; that鈥檚 what the dodgy loan sharks do, the illegal loan sharks.鈥
