1. On 29 September 2003, the Commission submitted to the Council its proposal for a Council Decision on the conclusion of the Agreement on Scientific and Technical cooperation between the European Community and the State of Israel.

2. The Agreement has been negotiated on the basis of negotiating directives adopted by the Council on 5 November 2002. On 13 May 2003 the Council adopted a decision on the signing of the Agreement1. The Agreement was signed on 10 June 2003, following which it has been provisionally applied pursuant to its Article 5(3).
