The leaders of top universities in east Asia checked their privilege and stressed the need to聽cooperate with聽regional institutions in order to boost nationwide innovation.
Countries聽such as聽Japan听补苍诲听China聽have generous state research funding, but it is mostly directed at elite campuses and projects focused on science, technology and engineering.
鈥淒rastic鈥 changes were needed if countries wanted to achieve the dual goals of boosting world-class universities while also supporting local and regional institutions, said Seiichi Matsuo, president of Nagoya University.听
鈥淕overnment grants are largely distributed to leading research universities,鈥 he told the聽糖心Vlog聽Asia Universities Summit. 鈥淟ocal universities have fewer financial resources and have a hard time promoting regional innovation.鈥

Professor Matsuo said that his institution was 鈥渄edicated to promoting regional development鈥, especially as it is located in a traditional manufacturing hub for carmakers like Toyota. Last year, Nagoya partnered with Gifu University in a neighbouring prefecture to establish a 鈥渘ational university corporation鈥, the Tokai National 糖心Vlog and Research System (THERS).
鈥淚n an era when the world is changing with unprecedented scale and speed by digital transformation, the structure of industry and academia must change,鈥 he said. 聽

Professor Matsuo added that the 鈥渄ecline in rural areas鈥 was particularly problematic in Japan, which is聽facing a聽rapidly ageing society as well as youth migration to big cities聽such as Tokyo.听
Bin Yang, vice-president and provost at Tsinghua University, said that 鈥渆ducation cannot be funded purely on market forces鈥 and that 鈥渆quality is important for long-term development鈥.
鈥淚n China鈥檚 most recent聽five-year plan, the central government has paid more attention to equality among universities, not just world-class universities,鈥 he said. 聽
He cited a 鈥渟ister university system鈥, which paired institutions from the wealthier east coast with those from 鈥渞ural or remote areas鈥, including through faculty exchange. For example, Tsinghua sent aid to Wuhan during the initial coronavirus outbreak in 2019.

鈥淎s a leading university, Tsinghua has more resources but also more responsibility to share,鈥 he said. 鈥淲e all share this obligation to narrow the gap.鈥
Lily Kong, president of Singapore Management University, stressed that innovation should not be limited to science.
鈥淭here鈥檚 a tendency to think of innovation as science-research-led innovation, but I want to disavow us of that view,鈥 she said. 鈥淭here are approaches to curriculum and pedagogy that can be innovative, too.
鈥淚nnovation cannot be perfectly taught or perfectly learned; but we can create an environment where innovation is possible,鈥 she said.

She advised students to not fear risk or failure, while also warning institutions against 鈥渙ne-way communication鈥 or 鈥渙vercrowding the curriculum鈥.
鈥淚t is important to give students a sense of autonomy, choice and the ability to think,鈥 she said. 鈥淲hen young people are in unfamiliar environments, that鈥檚 where they learn best.鈥

Ultimately, institutions have to lead the way on change. 鈥淚f we鈥檙e not behaving in innovative ways, then how do we model the way for students?鈥 she asked.
