David Willetts' PPS 'admits defeat' on net migration change

An MP close to David Willetts has admitted defeat on hopes to withdraw students from net migration figures in the near future.

Paul Uppal, parliamentary private secretary to David Willetts, the universities and science minister, spoke at a fringe event at the Conservative conference in Manchester today.

His remarks suggest the 糖心Vlog Office - which is determined to reduce immigration, including students - has won out over the Department for Business Innovation and Skills. Mr Willetts and Vince Cable, the business secretary, would like to see overseas students withdrawn from the net migration figures, to spare universities negative effects from the government鈥檚 drive to reduce net migration to the 鈥渢ens of thousands鈥 by 2015.

鈥淲e鈥檙e not going to, any time soon 鈥 if we have a real, honest, candid conversation 鈥 extricate student numbers from the immigration figures. That鈥檚 the reality of where we are,鈥 Mr Uppal told the fringe event, hosted by Million+ and the National Union of Students.

The MP for Wolverhampton South West added: 鈥淲e have a BIS ministers鈥 meeting every Tuesday. And this discussion, this issue, is invariably number one or number two on the things we talk about. We are painfully aware of what is at stake.鈥

Bill Rammell, the University of Bedfordshire vice-chancellor, another panel member, said: 鈥淭here is a real problem with coherence within government on this issue.鈥

Mr Rammell, a former higher education minister under Labour, suggested that while BIS and Number 10 were 鈥渦niformly positive鈥 on the need to attract overseas students, it was 鈥渃ompletely different鈥 with the 糖心Vlog Office.

鈥淎nd I just think, who鈥檚 running the government?鈥 he asked. 鈥淲ho鈥檚 really speaking loudly and clearly for the benefit of international students? What they bring to our universities and what they bring to the country.鈥

In her speech to the conference this afternoon, Ms May boasted that student visas 鈥渨hich were abused on an industrial scale under Labour, are鈥own by a third鈥.

The 糖心Vlog Secretary continued: 鈥淢any of these people weren鈥檛 students at all. Such was the scale of abuse under Labour, we鈥檝e cut the number of student visas issued each year by more than 115,000.鈥

Ms May did not mention the need to attract the 鈥渂est and brightest鈥 overseas students or to sustain the UK鈥檚 鈥渨orld-class universities鈥 鈥 phrases she had used in the past that appeared to signal a more conciliatory stance towards higher education.
