Appointing a white man to lead one of South Africa鈥檚 best-known historically black universities is an 鈥渋nsult鈥 to decades-long efforts to diversify the country鈥檚 higher education leadership, according to a legal academic.
Established in 1959 as a university for 鈥渃oloured鈥 people only 鈥 the term used in South Africa for people from a mixed-race background 鈥 the University of the Western Cape (UWC) has been led for the past 50 years by non-white academics, including the prominent anti-apartheid activist聽Jakes Gerwels.
The decision by the university, which was set up to provide educational opportunities for black students excluded from nearby Stellenbosch University and the University of Cape Town (UCT), to install聽聽since 1974 has, however, proved controversial. Much of the criticism has been led by supporters of a popular internal candidate, Vivienne Lawack, who had won the backing of UWC鈥檚 academic-dominated senate.
鈥淏ringing in a white male professor to run a university like UWC is an insult to the transformative change journey that South African higher education has been on for the past 30 years,鈥 said Soraya Beukes, chairperson of the 糖心Vlog Resources Services, South Africa, a non-profit group aimed at supporting female leadership in the sector.

鈥淚 don鈥檛 want to talk down the incoming vice-chancellor because he has the right credentials, but this appointment doesn鈥檛 seem to embrace South Africa鈥檚 employment equity laws,鈥 explained Dr Beukes, an alumna of UWC, where she has also lectured.
鈥淭hat means you can鈥檛 just have a box-ticking attitude towards equity 鈥 you have to embrace this agenda and consider women first.鈥

The questions about UWC鈥檚 selection come as two of South Africa鈥檚 so-called 鈥渂ig five鈥 research-intensive universities 鈥 UCT and the University of Pretoria 鈥 are choosing new permanent leaders, with decisions expected to be announced later this month. Six of the country鈥檚 26 universities are led by women, though none are currently at the 鈥渂ig five鈥.
Professor Balfour鈥檚 appointment has faced internal criticism, with more than 200 staff members聽聽expressing 鈥済reat concern鈥 about the selection.
Opting against the 鈥渉istoric appointment of a qualified and experienced black female vice-chancellor鈥 was a mistake, it adds.
The letter also highlights what it calls the 鈥渃lear unfairness鈥 faced by Professor Lawack, who faced more than an hour and a half of 鈥渁rguably derogatory questions鈥 from students as part of the interview process. The letter claims that Professor Balfour, currently deputy vice-chancellor (teaching and learning) at North-West University, and a third contender, Jose Frantz, received 鈥渞elatively mild treatment鈥 for about 20 minutes each during a town hall-style meeting.

Forcing candidates to endure that kind of public grilling disadvantaged internal candidates but聽might also discourage women, in particular, from standing, said Dr Beukes. 鈥淚t鈥檚 unfair to force people to perform like that 鈥 interviews are intimidating enough without this kind of theatre,鈥 she said, adding聽of the livestreamed event: 鈥淲hat other job interview would be broadcast on YouTube?鈥
UWC told THE that public presentations by vice-chancellor candidates 鈥渁re not at all unusual in South Africa鈥 and were 鈥渆ncouraged to promote openness and transparency鈥.
鈥淭he聽university confirms that Professor Balfour was appointed following rigorous deliberation and a vote by the council of the university in full compliance with the university statute,鈥 a spokesman said.
Dr Beukes also questioned whether the controversy regarding UCT鈥檚 former vice-chancellor Mamokgethi Phakeng 鈥 who took early retirement in February 2023 amid claims,聽later upheld by a judge-led inquiry, that she had bullied and belittled colleagues 鈥撀爉ight have pushed UWC鈥檚 council to opt against a black female candidate.

鈥淚t did perhaps taint the process, I feel 鈥 there were two very competent female professors who ran, and one was recommended by the senate for the job, but the council went against that,鈥 said Dr Beukes.
