Writing with the authority of a former head of Ofsted, Sir David Bell, now vice-chancellor of the University of Reading, writes: 鈥淭here is an opportunity to create a proportionate, sensible system that, over time, seeks to include some direct measures of quality and learning gain鈥 (鈥Sir David Bell analyses the higher education Green Paper鈥, Opinion, 12聽November).
It would greatly assist the sector if we could be told what these 鈥渄irect measures鈥 might be, and where Sir David expects us to be able to find them.
