Buried deep in the lifelong learning green paper published this week is the statement: "We are inviting Sir Claus Moser, chairman of the Basic SkillsAgency, to chair a working group to advise on effective post-schools basic skills provision."We need another group to do this? Or is the key word "effective", and does the advisory group presage a cull?
